2010年10月28日通过的《社会保险法》,标志着有中国特色的福利国家建设事业的开始,将对我国的政治、经济和社会发展都产生深远的影响。同时,实施这一法律、建设有中国特色的福利国家,也面临着技术层面和政策环境层面的挑战。为此,要明确《社会保险法》的重大意义,做好实施前的充分准备;要准确估计实施《社会保险法》的复杂性,做到“目标坚定、手段灵活”;要促进社会政策自身及其环境的改善,推动我国社会保障体系的可持续发展。
