《政府采购协定》(GPA)作为世界贸易组织法律框架下的协议之一,由WTO成员方自愿签署,旨在促进政府采购市场开放,扩大国际贸易的范围。我国作为最大的发展中国家,加入GPA备受国际关注。2008年金融危机爆发后,各种贸易保护措施层出不穷,唯独政府采购市场自由化的需求越来越强烈,不仅新的《政府采购协定》(GPA2012)生效,而且越来越多国家愿意加入GPA。
As one of the agreements under the WTO legal framework, the Government Procurement Agreement (GPA) is voluntarily signed by WTO members to promote the opening up of the government procurement market and expand the scope of international trade. As the largest developing country, our country joins GPA and attracts international attention. After the financial crisis broke out in 2008, various trade protection measures emerged endlessly. However, the demand for liberalization of the government procurement market was more and more intense. Not only did the new GPA2012 take effect, but more and more countries were willing to join the GPA .
