Fred Oelssner joined the German Communist Party in 1920, fled to the Soviet Union between 1935 and 1945 under Hitler’s rule, and returned to Germany only after the collapse of Hitler’s regime. Now Osner is secretary of the Secretariat of the Central Committee of the German Socialist Unity Party, a member of the German Academy of Sciences, a professor of economics at the Institute of Social Sciences attached to the Central Committee of the German Socialist Unity Party, and a director in charge of “unification” of the organ of the German Socialist Unity theory. This translation was originally Orsna’s preface to the 1947 new edition of Shifatting’s “Financial Capitalism.” In this preface, he made a new evaluation of Shifatting’s “Financial Capital Theory.” It is worth our Reference, so his translation is as follows.
