In order to test the universality of the criteria proposed by the VAN research group for the identification of seismic electrical signals (SES), we conducted an independent test of the original VAN ground potential record. (1) A total of 338 anomalous changes were observed in the three-month IoA station (July 19 to October 18, 1988). After applying the VAN criterion, only eight anomalous changes survived as possible seismic signals, seven of which were the same anomalies as the successful forecasts published by the VAN research group at the time. (2) A similar test was conducted for 28.5 months of the IOA station (April 30, 1988 to September 15, 1990). Thirty-one changes from more than 3,000 anomalies were selected as possible seismic signals. During this period, the VAN team released a total of 18 forecasts; the 14 changes in the seismoelectric signals used by the VAN team were exactly the same as those we selected for the seismic signals, and four of the changes we considered to be disturbances. In both sets of data, the common seismic signals are generally stronger.
