梁水镇镇是东昌府区耕地面积最大的乡镇,主要依靠引黄灌溉,沟渠多,引黄水量大,建筑物多,大都为上世纪七十年代所建。由于近两年汛期遭遇连续强降雨,建筑物多处被冲毁,影响了水资源的正常利用,降低了灌溉效益,同时也给群众的生产生活带来不便。梁水镇承担着跨乡镇输水春灌的任务,灌溉周期长,须保持高水位才能向其他乡镇送水,因此造成紧临马颊河泄水口、地势低洼的小河子村在春灌期间时常淹地,该村群众强烈要求修建进水闸进行调控,避免淹地给群众造成不必要的损失。
Liangshui Town is the largest farmland area in Dongchangfu District. It relies mainly on irrigation from the Yellow River, many ditches, large quantities of water from the Yellow River, and many buildings, most of which were built in the 1970s. As a result, the small river sub-village close to Majikou River Drainage outlet is often flooded during spring irrigation, The masses of the village strongly demanded that flood gates should be constructed and controlled so as to avoid unnecessary flooding losses to the masses.
