医疗保险是一项重要的社会保障制度,具有保障居民基本生活、调节收入分配、维护社会稳定等重要功能,被称为社会的“安全网”和“稳定器”。党的十七届三中全会明确提出,我国目前已经进入“以工促农、以城带乡”的发展阶段,是破除城乡二元结构、形成城乡经济一体化发展新格局的重要战略机遇期[l]。辽宁省作为经济发展位于全国前列的省份,在贯彻国家新医改政策,探索在全省范围内实施医疗保险一体化建设方面既具有得天独厚的优势,也面临着诸多困难。
Medical insurance is an important social security system. It has the important functions of guaranteeing residents basic living, adjusting income distribution and maintaining social stability. It is called the “safety net” and “stabilizer” of the society. The Third Plenary Session of the 17th Central Committee of the Communist Party of China made it clear that our country has now entered a stage of development in which “promoting agriculture with work and carrying towns with cities” is an important strategy for breaking the dual structure of urban and rural areas and for forming a new pattern of urban and rural economic integration Opportunity [l]. Liaoning Province, as the province of economic development in the forefront of the country, has both unique advantages and difficulties in carrying out the new national health care reform policy and exploring the integration of medical insurance in the entire province.
