各国政府心里都清楚．如果只能让少数特权阶层受益，那么庞大昂贵的电子政府项目就不可能得到公众的多少支持。如果政府上网工程只能让那些本来就有更多机会接触到政府各部门和政策制定者的人加张他们的这种特权，哪么这种工程就毫无优越性可言。
The hearts of all the governments are clear. If only a few privileged classes can benefit, the hugely expensive e-government projects can not get much public support. If the government Internet project can only allow those who would otherwise have access to government departments and policy makers to impose such privileges on their behalf, then there is no advantage in terms of such a project.
