加强和创新社会管理,是我国建设和谐社会过程中越来越重要的问题。目前,全国各地都在积极主动进行创新社会管理的实践。大庆在社会管理创新方面一直走在黑龙江省的前列,2008年11月,大庆着手创新社会管理的体制机制,率先在全国地级市中成立大庆社会工作委员会。但作为社会管理主体和基础的公民社会很不发达,公民社会的成长将为政府公共治理提供更多资源,为社会管理创新提供必备的保障。
To strengthen and innovate social management is an increasingly important issue in the process of building a harmonious society in our country. At present, all parts of the country are actively carrying out the practice of innovation and social management. Daqing has been at the forefront of social management innovation in Heilongjiang Province. In November 2008, Daqing embarked on an institutional mechanism to innovate social management and took the lead in establishing the Daqing Social Work Committee in prefecture-level cities across the country. However, as a social management subject and foundation of civil society is very underdeveloped, the growth of civil society will provide more resources for government public governance, social management innovation to provide the necessary protection.
