2002年7月28日至30日,国务院召开了全国职业教育工作会议,8月28日印发了《国务院关于大力推进职业教育改革与发展的决定》(以下简称《决定》)。这是以江泽民同志为核心的党中央为实施科教兴国战略,进一步推进职业教育改革与发展所作出的重大决策。《决定》以邓小平理论和江泽民同志“三个代表”重要思想为指导,全面总结了改革开放以来,特别是《中华人民共和国职业教育法》实施以来,职业教育工作的经验,分析了职业教育工作面临的新形势和新问题,深刻阐述了职业教育在社会主义现代化建设中的重要地位,明确了“十五”期间职业教育改革与发展的目标、任务和工作思路,对当前职业教育改革与发展中亟待解决的关键问题提出了具体的政策措施,具有很强的针对性和可操作性。《决定》是指导我国新世纪初叶职业教育工作的纲领性文献。《决定》的颁布与实施,不仅对我国职业教育而且对整个教育的改革与发展具有重要的意义,必将对我国职业教育的改革与发展产生巨大的推动作用和深远的影响。

The promulgation and implementation of “Decision” are of great significance not only to our country’s vocational education but also to the reform and development of the entire education. It is bound to have a huge impelling effect and profound influence on the reform and development of China’s vocational education.
