去年以来,各地解放思想,大胆实践,国有小企业改革出现了较大声势,取得了明显成效。然而,由于缺乏严格的统筹管理和具体明确的规范政策,加之事情本身的复杂性和腐败因素作祟,国有小企业改革也出现了一些问题,其中最为突出的是,部分地方在出售国有小企业中,名卖实送,半卖半送,逃废银行债务,拖欠财政税收,规避职工安置,使国家资产和职工权益受到极大损害。针对这些错误和违法行为,国家有关部门日前发出了《关于出售国有小企业中若干问题意见的通知》。毫无疑问,这一政策的出台是及时和正确的,上述行为应当立即得到纠正。
