朱镕基同志最近强调指出,必须始终保持打击走私的高压态势,绝对不能松懈。这两年,大规模走私活动得到了有效遏制,但走私活动出现了一些新特点、新动向。我国加入世贸组织后,走私活动没有因关税降低而减少,行为变得更加隐蔽,手法变得更加狡诈。海关要采取更加有力的措施,与有关方面密切配合,努力形成全方位协同作战的反走私机制。
Comrade Zhu Rongji recently emphasized that it is absolutely not to be lax to keep the high-handed posture of cracking down on smuggling. In these two years, large-scale smuggling activities have been effectively checked, but some new features and new trends have emerged in smuggling activities. After China’s accession to the WTO, the smuggling activities have not been reduced due to the reduction of tariffs, the behavior has become more subtle, and the tactics have become more cunning. Customs should take more vigorous measures to work closely with relevant parties and strive to form an all-round anti-smuggling mechanism that works in coordination with each other.
