近年来,海南省绑架犯罪案件发案总体呈不断上升趋势,给当地社会治安带来了严重危害,在社会上造成了极坏的影响。同时,绑架犯罪发案地域已从中心城市及沿海经济发达地区向中部山区、贫困地区蔓延,其作案手段日趋智能化、暴力化。由于这类犯罪隐蔽性强,成功率高,容易获取暴利,因此被愈来愈多地效仿利用,已经成为严重干扰和影响社会治安的突出问题。而此类案件破案难度相对较大,案件发生后能迅速破获,公安机关就威信大增,若案件久侦不破,将造成恶劣的社会影响。因此,深入研究掌握此类犯罪的成因、规律和特点,做到快侦快破,严厉打击此类犯罪的嚣张气焰,已成为各级公安机关及刑侦部门面临的重要课题和紧迫任务。
In recent years, the overall incidence of criminal abductions in Hainan Province has been on an upward trend, bringing serious harm to local public order and causing extremely bad social consequences. At the same time, the area of the crime of abduction has spread from the central cities and the economically developed coastal areas to the mountainous areas in the central region and the impoverished areas, and their means of crime are becoming increasingly intelligent and violent. Because of their concealment, high success rate and easy access to huge profits, such crimes are increasingly being imitated and utilized. This has become a prominent issue that seriously interferes with and affects public order. However, such cases are more difficult to solve and they can be cracked quickly after the case occurs. Public security organs have greatly increased their prestige. If the case is not broken for a long time, it will have adverse social impacts. Therefore, in-depth study of the causes, laws and characteristics of these kinds of crimes so that they can quickly be detected quickly and cracked down on the arrogance of such crimes has become an important issue and an urgent task faced by public security organs and criminal investigation departments at all levels.
