提高知识创新能力是我国21世纪科技发展的重大战略任务。科研经费节余是我国当前科技管理过程中存在的普遍问题,也是当前科技管理工作中的焦点问题。对此,看法不一,见仁见智。该文认为,从我国当前科研管理体制、科研过程自身规律来看,科研经费节余不仅是合理的和必要的,而且是现实条件下我国科学技术创新的主要保障条件之一。那种为了某种需要吃光花净的做法,是有悖于科学研究规律的。
Improving knowledge innovation ability is a major strategic task for the development of science and technology in our country in the 21st century.
