在过去长时期内,我们在指导思想上离开了国情和省情,试图由国家对预防保健实行大包大揽,结果越办越穷,限制了预防保健事业的发展。针对上述弊端,1985年2月,省政府批转了省卫生厅《关于卫生工作改革的几点意见》,根据文件精神,各级政府和卫生部门大胆探索,积极稳妥地制定了一些具体改革方案,实行了一些改革措施。我们着重在以下几个方面进行了改革尝试。一是放宽政策。打破防保机构独家办的旧模式,实行国家、集体、个体一起上。目前,全省已兴办集体、个体卫生防
In the long period of time in the past, we have left the national conditions and the provincial conditions in our guiding ideology. We have tried to carry out large packages of state preventive health care. As a result, we have become poorer and poorer, limiting the development of preventive health care. In response to the above shortcomings, in February 1985, the provincial government approved the “Several Opinions on the Reform of Health Work” of the Provincial Department of Health. According to the spirit of the document, governments at all levels and the health department made bold explorations and actively and steadily formulated some specific reform plans. Some reform measures have been implemented. We focus our efforts on reform in the following areas. The first is to relax the policy. Break the old model of exclusive control by the anti-insurance agency and implement national, collective, and individual approaches. At present, the province has set up collective and individual health protection.
