江泽民同志在庆祝建党80周年大会上的讲话中强调指出:“结束祖国大陆同台湾分离的局面,实现祖国的完全统一,是中国共产党人义不容辞的使命。”并重申“我们有最大的诚意努力实现和平统一,但不能承诺放弃使用武力”。此前,有关方面也强调,如果出现台湾被以任何名义从中国分割出去的重大事变,如果出现外国侵占台湾,如果台湾当局无限期地拒绝通过谈判和平解决两岸统一问题,中国政府只能被迫采取一切可能的断然措施,来维护中国的主权和领土完整。而“一切可能的断然措施”必然包括武力攻打,具体的“采取”时间据国际国内战略专家的预测,将会是“2004年或2008年”的某一天,理由则是台湾当局“选举”与美国总统选举同年,这种“巧合”极易引发“台独”势力的恶性膨胀,若如此,中国政府武力解决台湾问题将是箭在弦上,不得不发。
