“高校民兵党组织”的实质是“多元经济背景下对新兴社会群体的探索”。高校民兵党组织建设是确保新时期国防后备力量稳固、鲜活的积极探索。高校民兵党组织建设对加强大学生国防意识教育、提升民兵整体素质、加强学校对突发事件的应急处置等方面具有重要意义。高校民兵党组织能积极发挥民兵组织与高校党建、国防教育、应急处置、校园安保、高校育人、战时人防体系相结合的众多功能。但是,目前高校民兵党组织建设存在学业与组织建设两张皮、规模小、辐射作用有限等瓶颈,积极探索高校民兵党组织建设的新方法、新路径,对保持高校民兵党组织建设的生机与活力、保障国防建设的坚强有力、提升高校的育人水平等方面有着积极意义。
