党的十六届四中全会通过的《中共 中央关于加强党的执政能力建设的决 定》提出的加强党的执政能力建设的指 导思想。总体目标和主要任务,是我们党 着眼于实现中国社会主义现代化的伟大 历史任务,总结半个多世纪以来党执政 的主要经验,提出的党的建设的新思想、 新观点、新论断,是新时期加强党的执政 能力建设的重要纲领。加强党的执政能 力建设。是时代的要求,人民的期望,是 我们党充分利用所面临的难得机遇,正 确应对所面临的严峻挑战。从而完成所 担负的历史使命的现实需要,是关系到 社会主义兴衰成败,关系到中华民族前 途命运,关系到党的生死存亡和国家长 治久安重大战略课题。下面我结合《决 定》提出的“大规模培训干部”的精神谈 点粗浅看法和认识。
The “CPC Central Committee Decision on Strengthening the Building of the Party’s Ability to Govern” adopted by the Fourth Plenary Session of the 16th Central Committee of the Party put forward the guiding ideology for strengthening the building of the party’s ability to govern. The overall objectives and main tasks are the great historic tasks our party has taken in realizing the socialist modernization in China. It is a new concept, new viewpoint and new conclusion put forth by the party in summing up the main experience of the party in power since the one and a half centuries ago. An Important Program to Strengthen the Building of the Party’s Ability to Govern During the Period. Strengthen the building of the party’s ability to govern. It is the requirement of the times and the expectation of the people that our party should make full use of the rare opportunities it faces to correctly meet the severe challenges it faces. Thus fulfilling the realistic needs of historical mission is a major strategic issue that concerns the success or failure of socialism, the future and destiny of the Chinese nation, the party’s survival and the long-term stability. Now I combine the “decision” proposed “large-scale training cadres ” spirit talk about the superficial views and understanding.
