The electricity needed for lighting in commercial buildings in the United States accounts for about 40% of the total electricity used in such buildings. In order to save lighting power, many effective lighting devices have been developed and applied, new and improved lighting designs have been developed and applied, and lighting energy management programs have been improved. The application of dawn lighting is also included in these three aspects. This article focuses only on the research conducted by PGEC (Pacific Gas and Electric Co.) as a means to reduce peak load. Since 1973, PGEC has been involved in the study of saving lighting energy by improving the management of products and lighting systems. These include the use of solid-state, high-frequency fluorescent lamp ballasts for replacement of incandescent lamps, the use of low-power fluorescent lamps, the dimming of fluorescent lamps, and improvements in the reflective performance of fluorescent devices. Much of this work is in conjunction with the U.S. Department of Energy and the LBL (Lawrence Berkeley Laboratory). The lab is responsible for a study on windows and lighting funded by the Department of Energy. The results of this use are proposed in 1978 in cooperation with a lighting control device manufacturer to determine the commercial effect of this light system. In mid-1979, the 30th floor of the PGEC headquarters building in San Francisco was selected for testing.
