随着“抓落实”的不断升温,各地督查工作的力度日益加大,上报督查文章的数量也明显增加,然而质量却未能同步提高。据笔者调查,县市上报文章在地区的用稿率普遍在10％以下。究其原因,主要是上报文章不“适销对路”。如何避免上报文章屡报不中?这里试谈几点浅见。 1.唱好“大合唱”,必报材料及时报。办公室督查工作担负着为本级党委服务和为上级党委服务的双重职责,对上级规定必须反馈的情况要及时反馈,便于上面综合分析全面情况。完成这种“指令性计划”,主要是上报三种文章:(1)上级重要会议、文件、
