“小机关、大派驻”大连海事法院辖区具有面宽、线长、点多的特点,其中大部分由派出法庭管辖,辽宁沿海经济带大部分分布在派出法庭辖区。近几年来,大连海事法院的5个派出法庭担负着全院大约50%的审判任务,处于化解社会矛盾、维护社会稳定的前沿阵地。只有实地调查,才能了解派出法庭的工作。2011年4月大连海事法院院长王宝刚到任后,先后到大连海事法院东港法庭、锦州法庭、鲅鱼圈法庭、长海法庭和哈尔滨法庭进行工作调研,召开座谈会,听取各法庭负责人的工作汇报,走访法庭驻地相关部门,并就派出法庭的建设与发展问题,代表院党组提出意见和要求。在广泛调研基础上,院党组研究出台了《大连海事法院关于加强派出法庭建设的意见》(以下简称《意见》)。提出了把突出便民作为派出法庭审判工作原则、严格派出法庭的地域管辖、及时调整派出法庭工作重点、强化派出法庭执行工作、加强派出法庭人员管
“Small offices, large station ” Dalian Maritime Court area with wide, long line, more features, most of which are sent to court jurisdiction, most of the coastal economic belt in Liaoning dispatched to court area. In recent years, Dalian Maritime Court’s five sending tribunals have assumed about 50% of the trial tasks in the hospital and are at the forefront of resolving social conflicts and maintaining social stability. Visited the relevant departments of the Tribunal’s resident office, and put forward opinions and requirements on the construction and development of the court dispatched on behalf of the party’s leading group. On the basis of extensive investigation and research, the research and publication of the Opinion of the Dalian Maritime Court on Strengthening the Construction of the Courts to be Dispatched (hereinafter referred to as “Opinions”) was promulgated by the party’s party group.
