随著我国经济建设的迅速发展,我们在科学上也必须相应的提高,才能更进一步配合并促进我们的经济建设。因此党号召我们向科学进军,要在十二年内达到世界科学水平。这一任务是艰钜的,但是一定能够达到的。我会是全国重要水利部门之一,是发展水利科学技术的一个大据点,在向科学进军的大军中,我们是一支相当重要的队伍,我们必须尽到自己的责任。为此,我们的业务学习最近又恢复了。趁这时候,我仅就过去在业务学习中所见到的一些问题,提供几点意见,供各科、室及专业组的领导作参考。

We are a very important force in the army that marches toward science. We must fulfill our responsibility. To this end, our business studies have recently resumed. In this connection, I will only provide some advice on some of the problems I have seen in business studies in the past, for the reference of the leaders of various departments, departments and professional groups.
