这些年全国经济发展很快,特别是东部地区,比如浙江年财政收过10亿元的县就有10多个。而在西北,依然是很贫穷,就好像西北是贫穷的代名称。拿陕西省来说,有60％的县财政收入保不住工资。其实,我也从许多资料看到乡镇财政的困难。但究竟有多困难,我并不真正清楚。为此,就乡镇财政情况,财政转移支付和农业税方面的现状,我专程来到陕西省财政厅,几位既是领导又是专家的政府官员接受了我的采访,下面让我们看看陕西省这方面的现状。
