行政道德是行政人员履行职责中所遵循的行为准则和行为规范，加强行政道德建设在以德治国中具有不可替代的重要作用。而作为行政道德灵魂的行政道德观念端正与否，决定了行政的正负效应。为此，须在道德认识上、道德信念上和道德意志上强化道德观念。
