监禁矫正将人与社会完全隔离,严重影响服刑人员回归社会后的生活,甚至可能引发二次犯罪。改变这种状况则需要从法治开始,通过推广法治文化,提升公民素质。社区矫正入刑则迎合了这种需求,并取得了一定成效。但是,在具体适用上,社区矫正所存在的问题同样是不容忽视的。
Imprisonment correction will completely separate people from society and seriously affect the life of prisoners after their return to society. They may even lead to secondary crimes. To change this situation needs to start from the rule of law and promote the culture of the rule of law so as to enhance the quality of citizens. Community Correction into the penalty is to meet this demand, and achieved some success. However, in practical application, the problems existing in community correction can not be ignored.
