辽宁就业形势基本稳定,城镇登记失业率近年来持续走低,2009年主要就业指标均好于年初预定的任务目标。但仍存在着劳动力供需缺口大、就业结构性矛盾突出、就业问题依然严峻、农村和城市两个“市场”非对称、高校毕业生就业观念亟待转变、农民职业培训不足等问题。其制约因素主要包括就业与经济增长之间的矛盾、灵活就业者社会保障水平低、劳动力市场功效弱、就业政策实施中的障碍。制定积极就业政策的基本路径是提高技能、拓宽渠道、强化保障。
The employment situation in Liaoning was basically stable. The registered unemployment rate in urban areas continued to decline in recent years. The main employment indicators in 2009 were all better than the targets set at the beginning of the year. However, there are still problems such as a large labor supply gap, prominent structural contradictions in employment, still serious employment problems, unsymmetrical “market” in rural areas and cities, the urgent need to change the employment concept for college graduates, and insufficient vocational training for farmers. The constraints include the contradiction between employment and economic growth, the low level of social security for flexible employers, the weakness of the labor market and the obstacles in the implementation of employment policies. The basic path to formulating an active employment policy is to improve skills, broaden channels and strengthen protection.
