文化产业是21世纪的朝阳产业,是最具有发展潜力的产业。文化产业兼具经济和文化双重属性以及精神和物质的双重力量,是市场条件下繁荣发展社会主义文化的重要载体,是满足人民群众多样化、多层次、多方面精神文化需求的重要途径,也是推动经济结构调整,转变经济发展方向的重要着力点。赤峰市作为一个经济欠发达地区,如何把文化产业作为新的经济增长点和支柱产业来培育,作为新一轮区域竞争的制高点来把握;如何抓住机遇,把赤峰的文化资源优势转化为经济优势,实现文化产业跨跃式发展,是摆在我们面前十分紧迫而重要的课题。
