卫生经费不足是各级各类医疗卫生单位普遍存在的问题。面对这一现实情况,如何在有关法律、法规和经济政策允许的情况下,用好用活有限的资金,以加快卫生事业的发展,这是当前经营管理中的热点问题。国家卫生部计财司朱庆生司长在给本刊的来信中指出,“用活资金、提高效益是当前医院经营管理中的一个重要课题,要从理论与实践的结合上进行深入研究”。南京市鼓楼医院在这方面进行了有益的尝试。本文中的一些观点和做法可资借鉴,也欢迎大家参与这方面的讨论。
The shortage of health funds is a common problem in all types of medical and health units at all levels. Faced with this reality, how to use the limited funds to make use of the limited funds available to accelerate the development of the health industry, which is currently a hot issue in business management. In his letter to the journal, the Director of the Ministry of Health’s Accounting Department, Zhu Qingsheng, pointed out that “using live capital and improving efficiency is an important issue in the current hospital operation and management, and we must conduct in-depth research on the combination of theory and practice.” Drum Tower Hospital of Nanjing City made a useful attempt in this regard.
