1874年10月9日,万国邮政联盟的前身——邮政总联盟宣告成立。为了广泛宣传邮政的重要作用,万国邮政联盟决定从1970年起把每年的10月9日定为世界邮政日。1988——1990年世界邮政日的主题是“邮政永远存在,遍布各地”。这个主题充分反映了邮政在社会生活中的地位和未来发展的无限生命力,并以其遍布各地的广泛性,揭示了邮政为社会服务的根本宗旨。邮政通信作为社会的基础设施,既是人们相互联系的桥粱和纽带,又是经济和文化发展的重要因素。中国的邮政,源远流长,历史悠久。早在殷商时期的甲骨文中,就记录了有组织的通信活动;在先秦的典籍中,也有“烽燧大鼓”、“置邮传命”等记载。邮驿制度在中国沿袭了两千多年,直到清末近代邮政出现后,才结束
