1. Foreign-invested companies and foreign companies holding more than 25% of shares held in Hainan Island enjoy the right to operate import and export. Other enterprises may enjoy the right to operate import and export through the approval of the People’s Government of Hainan Province. Imports must be made for the production and operation of this enterprise. The goods are exported to the company’s products. 2. Products produced in Hainan Province are subject to international passive quotas and are subject to quotas and permits sold to Hong Kong and Macau (species may be appropriately reduced, as agreed by the Ministry of Economics and Trade and Hainan Province), except for state quotas and license management.
