科技法制建设是实现科教兴国战略的坚实保障。近年来,我国科技立法和政策在日臻完善的同时,仍存在诸多问题。为此,应完善和规范科技政策法律体系,鼓励公众参与科技法律和政策的制定,加强科技立法和政策制定的针对性、科学性、可操作性,尽快制定《科技投入法》等等。
Science and technology legal system is a solid guarantee for the strategy of rejuvenating our country through science and education. In recent years, while China’s science and technology legislation and policies are improving, there are still many problems. To this end, the legal system of science and technology policies should be perfected and regulated, the public should be encouraged to participate in the formulation of science and technology laws and policies, the pertinence, scientificness and operability of science and technology legislation and policy formulation should be strengthened and the “Science and Technology Investment Law” should be formulated as soon as possible.
