目前城市低保工作机制过于强调政府职责,网络治理理论视角下,多元化责任主体承担相应职责势在必行。社会组织的自身优势使其具备介入城市低保的基础,低保工作目前亟待解决的问题很大程度上为社会组织介入低保工作机制预留了可能性空间,同时政府对社会组织的重视也提供了难得的机遇。社会组织可以丰富城市低保工作机制“从起点到结果”的内涵,与政府组织在财物资源、专业服务、人才队伍、监督机制等方面进行合作治理。
At present, the working mechanism of urban subsistence allowances places too much emphasis on government responsibilities. Social organizations can enrich the connotation of urban minimum living allowance mechanism “from the starting point to the result ” and cooperate with government organizations in the aspects of property resources, professional services, personnel team and supervision mechanism.
