村干部的问题大多与土地相关近年来,村干部违法的大案要案大多与“开发”、征用农村土地相关。2004年以来截至2005年5月底,石家庄市纪检监察部门查处涉及村干部的案件1000余件,总涉案金额近800万元,其中涉及土地开发的占据着相当的比例。石家庄信访局反映乡村土地管理混乱、非法占用耕地、乱批乱放宅基地等问题10044件次,占信访总量的12．6%。其中：反映土地承包问题176件次,占反映土地问题的16．9%；反映宅基地发放问题343件次,占土地问题的32．8%；反映土地征用及占用补偿问题173件次,占土地问题的16．6%；其他土地纠纷问题352件次,占土地问题的33．7%。保定市国土资源局的材料显示,目前农村土地乱卖乱租现象比较严重,没有严格遵守“宅基地乡县管,占用农基地须省批”的原则。在保定市信访局的一份《关于村
