基本养老保险是社会保障制度最重要的内容之一。运用多指标综合评价的层次分析法(AHP)对天津市1998～2010年城镇基本养老保险支出绩效进行的实证研究表明:天津市城镇职工基本养老保险支出绩效评价的综合得分各年度间存在较为明显的差异,总体呈现向上的趋势,但总体水平不高。应从对养老保险支出绩效影响较大的指标入手,采取相应的政策措施,进一步完善基本养老保险制度。
The basic old-age insurance is one of the most important elements of the social security system. Empirical analysis of the performance of urban basic old-age insurance in Tianjin from 1998 to 2010 by using Analytic Hierarchy Process (AHP) of multi-index comprehensive evaluation shows that the comprehensive scores of the performance evaluation of urban basic old-age insurance in Tianjin are more obvious in each year The overall trend is upward trend, but the overall level is not high. We should start with the indicators that have a significant impact on the performance of pension insurance and adopt appropriate policies and measures to further improve the basic pension insurance system.
