民族文化遗产作为一种活态文化,其保护的首要问题是传承。保护传承的主体是人,传承发展的最终目的也是为了人。非物质文化遗产传承人不仅是民族传统文化的创造者和承接者,而且是优秀民族文化的传播者,通过他们口传心授和行为示范,各民族的文化传统才能相沿至今。非物质文化遗产作为一种技艺或技能类文化遗产,在附着于某些物质载体的同时,更紧密地附着于某些特定人群身上。他们身上承载的文化遗产信息如果得不到及时有效的保护,这些文化信息就有可能消亡。为此,重视和扶持传承人成为了云南省民族文化遗产保护工作的重要内容。
