为进一步理顺管理关系、减少职责交叉和简政放权,更好地履行政府职能,民航总局对通用航空的行业管理机构、职责进行了调整,将原由民航总局有关职能司局负责的通用航空企业经营许可管理工作、通用航空市场监管工作下放给各民航地区管理局承担。为此,需对2004年12月2日发布的《通用航空经营许可管理规定》(民航总局令第133号)进行修订。此次修订涉及的内容如下:
