城市污染向农村转移有加速趋势,已对农民生命健康、农村生态以及国家粮食安全等造成严重危害和威胁。现行环保法律在防止城市污染向农村转移方面存在立法滞后、执法受制于地方、司法救济难的困境。建议立法加大环境污染的处罚力度,环保执法部门实行垂直管理体制,建立环境公益诉讼制度,多管齐下,遏制城市污染向农村转移。
The transfer of urban pollution to rural areas accelerates and has posed serious threats and threats to the lives and health of farmers, rural ecology and national food security. The current environmental law lags behind the legislation in preventing the transfer of urban pollution to rural areas, and the enforcement is subject to the difficult situation of local and judicial relief. Proposed legislation to step up the punishment of environmental pollution, environmental protection law enforcement departments to implement the vertical management system, the establishment of environmental public interest litigation system, a multi-pronged approach to curb the transfer of urban pollution to the countryside.
