[目的]了解汶川地震20个月后,四川省极重灾区的乡镇卫生院公共卫生服务能力恢复情况,进一步探讨乡镇卫生院公共卫生服务的灾后重建。[方法]对四川省18个乡镇卫生院进行问卷调查和领导访谈。[结果]灾区乡镇卫生院在地震中损毁严重,经过对口援建,公共卫生人员数量、防保经费没有变化,物力资源有明显的提高。公共卫生服务数量和人员的质量有明显的提升。[结论]应加大灾区乡镇卫生院公共卫生人力资源和防保经费的补偿,并提高灾民对公共卫生服务的利用。
[Objective] To understand the recovery of public health service capacity of township hospitals in the severely affected areas in Sichuan province 20 months after the Wenchuan earthquake and to further explore the post-disaster reconstruction of public health services in township hospitals. [Methods] Conducting questionnaires and interviews with leaders of 18 township hospitals in Sichuan Province. [Results] The township hospitals in the affected areas were seriously damaged in the quake. After assistance from counterparts, the number of public health workers and the funding for prevention and protection did not change, and the material and natural resources were obviously improved. The number of public health services and the quality of staff have been significantly improved. [Conclusions] Compensation for public health human resources and funding for prevention and cure of township hospitals should be increased and the utilization of public health services should be enhanced.
