兵役制消防部队的地方,当地政府可根据需要建立非兵役制的消防队。县城以下乡镇和农村,应根据需要与可能,因地制宜建立乡镇自办、政企联办或几个乡村联办的消防队,也可建立由志愿人员轮流执勤的志愿消防队。生产规模大、火灾危险性大的企业,应建立专职消防队,也可由几个企业就近联合建队。城乡应普遍建立群众性义务消防队,增强自防自救能力。——摘自国务院《消防改革与发展纲要》
