我国城乡在户籍、社会保障和土地管理制度上都存在典型的二元结构,在统筹城乡发展的过程中,三者必须同时着手做出改革,单方面的对任何一种制度进行改革必定会受到其他制度的牵制而收不到预期的效果。成渝地区在统筹城乡发展的过程中,将户籍、社会保障以及土地管理制度看作一个整体进行综合性的改革,取得了良好的效果。
