我国人民代表大会从1954年成立至今已经历50周年。50年来,人大制度建设经历了曲折的发展过程。党的十一届三中全会以来,在中央关于发展社会主义民主、健全社会主义法制的基本方针指引下,我国社会主义民主政治和法制建设进入了新的历史发展阶段,取得了巨大的成绩。其中,地方政权建设和人大工作得到了极大加强,人民代表大会制度不断完善。1979年7月,根据五届全国人大二次会议通过的关于修改宪法的决议和地方组织法的规定,县级以上地方各级人大建立了自己的常设机构——人大常委会,省级地方人大
Our People’s Congress has lasted 50 years since its founding in 1954. In the past 50 years, the NPC system has undergone a tortuous course of development. Since the Third Plenary Session of the Eleventh Central Committee of the Party, guided by the central guidelines laid on the development of socialist democracy and the improvement of the socialist legal system, China’s socialist democratic politics and legal system have entered a new stage of historical development and great achievements have been made.
