1937年7月7日,日本帝国主义挑起了卢沟桥事变,中华民族的全民抗战开始。1937年8月25日,中国共产党从全民族的利益出发与国民党政府达成协议,将中国工农红军改编为国民革命军第八路军开赴抗日第一线,八路军(不久改称第十八集团军)成为以后中华民族战胜日本侵略者的最主要力量之一。但关于八路军编成时的人数,长期以来许多书或论文记载的数字相差很大,计有:
