一、全面提高领导者的素质是发展贵州经济的必要前提。贵州是目前中国最贫穷落后的地区,同邻省同全国的差距越来越大,贵州严重滞后,不仅给政府官员,也给企业的管理者造成了巨大的心理压力。对于贵州经济的发展,各级政府部门的领导者和企业的管理者负有重大的历史责任。毛泽东同志说过“党的路线确定之后干部就是决定的因素。”全面提高各级党政领导干部的素质包括企业家的素质,已成为广大人民群众的心声和历史的必然要求。领导者的素质主要通过五个方面体现出来。首先是廉洁。为官清廉才能取信于民,在群众中建立起威信,得到人民群众的拥戴,从而立于不败之地。贪官总是同人民离心离德的,他们不可能真正去
