中共中央国务院关于卫生改革与发展的决定指出:卫生改革的目的在于增强卫生事业的活力,充分调动卫生机构和卫生人员的积极性,不断提高卫生服务质量,更好地为人民健康服务,为社会主义现代化建设服务.建立城市卫生机构对口支援农村的制度,采取人员培训、技术指导、巡回医疗、设备支持等方式,帮助农村卫生机构提高服务能力.城市卫生技术人员在晋升主治医师和副主任医师之前,必须分别到县或乡卫生机构工作半年至一年.这些有效的制度不但能帮助农村居民解决缺医少药、因贫致病、因病致贫的困难,深受到广大农民的欢迎,同时也为加强医务人员职业道德建设,提供了一个重要的途径.
