抓工作落实,是各级领导反复强调的一个基本要求,也是《邓小平文选》第三卷中多次提及的一个重要思想。“不争论,争取时间干”、“多做少说”、“一心一意搞经济建设”、“聚精会神干现代化”等等,都体现了这个思想。这一思想已经深入人心,成为全党的共识和自觉行动。但是,也应看到,工作不扎实、工作不落实的问题在一些单位依然不同程度地存在。究其原因是多方面的,其中一条就与效果评估密切相关。因此,抓好工作落实,有必要对效果评估进行正确的认识。本文就此问题谈一些看法。
To grasp the implementation of the work is a basic requirement repeatedly emphasized by leaders at all levels and an important idea that has been mentioned many times in the third volume of Deng Xiaoping’s Literary Selections. “Do not argue, fight for time to dry”, “do more to talk less”, “wholeheartedly engage in economic construction”, “focus on modernization” and so on, all embody this idea. This idea has been deeply rooted among the people and has become the consensus and conscious action of the whole party. However, we should also see that the problems of not solidly performing work and not implementing the work still exist to some extent in some units. There are many reasons for this. One of them is closely related to the evaluation of effectiveness. Therefore, do a good job of implementation, it is necessary to assess the effectiveness of a correct understanding. This article talks about this issue.
