随着改革开放进程的不断加快和市场经济的深入发展,将符合推向市场条件的生产经营服务类事业单位进行转企改制,并将不适应市场经济发展、资不抵债的事业单位进行撤销或合并,盘活存量资产,实现事企分开,已成为事业单位分类改革的大势所趋。近年来,青州市根据上级精神,通过转企改制、撤销合并等形式对生产经营服务类事业单位改革改制进行了积极探索。在改革改制过程中如何对人事档案进行认定,改制或撤销合并后如何对人事档案进行管理,是保证职工享受改制政策、维护职工权益的基础。本文以青州市在生产经营服务类事业单位改革改制过程中的档案管理现状进行了认真调查分析,提出一些思考和建议。

In this paper, Qingzhou City, in the production and management service institutions in the process of reform and restructuring of file management status quo conducted a careful investigation and analysis, put forward some thoughts and suggestions.
