民主集中制是中国共产党人一贯坚持的组织原则和调整国家政治生活的基本准则。近些年来，国际社会某些国家或集团对民主集中制发起了恶毒的攻击，国内也有人强调民主而怀疑民主集中制的正确性，同时，民主集中制在实行过程中确实存在某些问题。对此，邓小平强调：①民主集中制是党和国家的根本制度，不能丢；②民主集中制是高度民主和高度集中相结合的制度，必须坚持其基本原则，正确处理其基本关系，努力实现其基本目标；③坚持和完善民主集中制的一系列具体制度，实现党和国家政治生活的民主化、制度化。
Democratic centralism is the basic principle that the Chinese Communists have consistently upheld in organizing principles and in adjusting the political life of the country. In recent years, some countries or groups in the international community have launched a vicious attack on the system of democratic centralism. Some people in China have also emphasized the correctness of democracy while doubting the existence of democratic centralism. At the same time, there are indeed some problems in the course of democratic centralism. In response, Deng Xiaoping emphasized: (1) Democratic centralism is the fundamental system of the Party and the state and can not be discarded. (2) Democratic centralism is a system of a combination of a high degree of democracy and a high degree of centralization. We must uphold its basic principles, properly handle its basic relations and strive to realize Its basic goal; ③ adhere to and perfect a series of specific systems of democratic centralism, and realize the democratization and institutionalization of the political life of the Party and the country.
