冷战结束后,发达国家为了有更多的国际市场份额掀起了世界各地划分竞争势力范围的高潮,发展中国家为了加快经济发展,赶上世界经济的步伐,也纷纷与邻近发展水平相当国家结成区域经济合作组织,或与发达国家建立自由贸易区。区域经济合作对世界经济增长和国际贸易的发展产生深刻而复杂的巨大影响。我国作为发展中国家,在融入世界经济过程中,主要依靠区域经济合作组织的力量,维护自身利益。近年来,中国与日本、韩国、俄罗斯、东盟、中亚和南亚各国以及海峡两岸的相互投资取得了较快发展,带动了贸易的增长。同时中国在APEL中也发挥着重要作用。面对贸易和投资自由化进程不断加快的形势,我国应进一步明确目标,采取切实可行的措施,以推动区域经济合作。我国的区域经济合作的战略目标是:根植本土,加速两岸四地的合作进程;立足亚洲,谋求周边国家形成区域或次区域经济合作组织;突破疆界,跨越洲际,构筑全球合作网络。在推进区域经济合作中,我国政府要发挥主导性作用,寻求不同国家共同利益的结合点,促进企业跨国经营,同时抓紧经济体制改革,加快我国与国际经济接轨。
After the Cold War, the developed countries set off a climax of dividing their competitive forces in various regions of the world in order to have more international market shares. To speed up economic development and catch up with the world economy, developing countries have also formed their ties with neighboring countries with similar levels of development Regional economic cooperation organizations, or with developed countries to establish free trade zones. Regional economic cooperation has profound and complicated tremendous influence on the world economic growth and the development of international trade. As a developing country, our country, in its integration into the world economy, relies mainly on the strength of the regional economic cooperation organizations to safeguard their own interests. In recent years, mutual investment between China and Japan, South Korea, Russia, ASEAN, Central Asia and South Asia and across the Taiwan Strait has witnessed rapid development and boosted the growth of trade. At the same time, China also plays an important role in APEL. Facing the accelerating process of trade and investment liberalization, our country should further clarify its objectives and adopt practical measures to promote regional economic cooperation. The strategic objectives of China’s regional economic cooperation are: to root the soil and speed up the process of cooperation between the four places; to establish a regional or sub-regional economic cooperation organization based on Asia and to build a global cooperation network across borders and across continents. In promoting regional economic cooperation, our government should play a leading role in seeking the combination of the common interests of different countries and promoting the transnational operation of enterprises. At the same time, we should pay close attention to the reform of the economic structure and speed up the integration of our country with the international economy.
