10月15日,中国一肮第二次科技大会在北京召开。会议全面总结了“十五”科技工作,对“十一五”科技工作进行了总体部署并提出了明确要求。会议发布了《中国航空工业第一集团公司关于加快建设创新型集团的决定》(征求意见稿)(以下简称《决定》)。《决定》确定中国一航建设创新型集团的目标是：用10年左右的时间,实现科技发展从模仿跟踪到自主创新、经济增长从规模扩张驱动向科技创新驱动的转变,经济规模与经济效益显著提高,使中国一航成为拥有自主知识产权、自主品牌和持续创新能力的创新型集团；
