“1号文”的出台表明三网融合的渐进趋势,但在短期内,该文件对固网运营商的影响甚微,对广电方面的发展却有推动作用。近日,国家广电总局公布《国务院办公厅转发发展改革委等部门关于鼓励数字电视产业发展若干政策的通知》(国办发[2008]1号,下称“1号文”),该文“鼓励广播电视机构利用国家公用通信网和广播电视网等信息网络提供数字电视服务和增值电信业务。在符合国家有关投融资政策的前提下,支持包括国有电信企业在内的国有资本参与数字电视接入网络建设和电视接收端数字化改造。”
