我国退役军官安置制度存在着计划市场式安置困境、寻租安置困境、安置方式选择困境和军事人力资源供求困境。走出困境,需要完善退役军官安置方式,重构退役军官安置组织机构,健全退役军官培训机制,制定退役军官就业优惠政策和加强退役军官安置法制建设。
The resettlement system of retired military officers in our country exists the predicament of planned market-oriented resettlement, rent-seeking and resettlement difficulties, the choice of resettlement mode and the supply and demand of military human resources. Out of the woods, we need to improve the placement of retired military officers, reorganize the retired military officers and organizations, improve the training mechanism for retired military officers, formulate employment preferential policies for retired military officers and strengthen the legal construction of retired military officers.
